When a contractor asks what CMMC Level 2 costs, they usually mean the C3PAO assessment fee. That is the smaller part of the bill. The larger cost is the work it takes to be ready before the assessor ever arrives, and that cost depends almost entirely on how far your current environment sits from the 110 NIST 800-171 controls.
The DoD's own cost estimates
The Department of Defense published per-assessment cost estimates in its regulatory impact analysis for the CMMC program. These are the most authoritative public figures available, and they cover a full three-year certification cycle.

Read that bottom row carefully. The DoD estimated roughly $104,670 for a small contractor to reach and hold a Level 2 certification over three years. Within that total, the C3PAO engagement itself was estimated at about $31,234 for a small contractor and $52,056 for a larger one. The rest, the majority, is your own labor.
Where the money actually goes
The certification fee is visible, so it gets the attention. The hidden cost is everything that has to happen first:
- Plan and prepare. Scoping your environment, mapping in-scope assets, assigning control ownership.
- Remediation. Closing the gap between what you have today and all 110 controls. This is the single largest and most variable line item.
- Documentation. A System Security Plan and a POA&M that an assessor will accept, plus the evidence behind every claim.
