CMMC for small businesses: what small DIB contractors need to know

CMMC does not scale its requirements to your headcount. A 12-person machine shop handling CUI faces the same 110 NIST 800-171 controls as a 5,000-person prime. That is the core challenge for small contractors: the same bar, far fewer resources to clear it with. The good news is that the path is the same too, and most of the cost is avoidable if you sequence it right.

You are not a niche case, you are the majority

The DoD estimated that 56,689 of the 76,598 contractors requiring a Level 2 C3PAO certification are small entities (DoD CMMC Regulatory Impact Analysis, page 12). Small businesses are the bulk of the affected Defense Industrial Base, not the exception.

What the DoD estimates it costs a small contractor

The Department's own analysis put the full three-year cost of a Level 2 certification at roughly $104,670 for a small entity (RIA, pages 13 to 14). Within that, the C3PAO engagement itself was about $31,234; the rest is your own labor to prepare, remediate, and document. That labor is the variable you control, and it scales with how far your environment is from the 110 controls.

How a small shop gets there affordably

• Tighten your scope. Limit the systems that touch CUI. A smaller boundary is fewer controls to evidence and a cheaper assessment. This is the highest-leverage move for a small business.
• Measure before you spend. Know your gap against all 110 controls before committing remediation budget, so you fix what matters instead of everything.
• Remediate by impact. Close the highest-weight controls first; your score moves fastest and you stop paying for low-value work.
• Use software instead of a full-time consultant where you can. The documentation and monitoring that used to require a retainer can be largely automated, with your team reviewing and approving.

What still applies while the schedule is under review

DoD has paused Phase 2 requirements for small contractors while it reviews the cost burden on small business. The schedule moved. The underlying obligations did not. DFARS 252.204-7012 still requires you to implement NIST SP 800-171 and report incidents within 72 hours. DFARS 252.204-7019 and 7020 still require a current self-assessment score in SPRS, and both contracting officers and your primes read that score before award. A pause is the least expensive time to get your baseline right.
